Bounce rate is the percentage of sessions where the user lands on your website and leaves without interacting.
In GA4, the definition changed from Universal Analytics. A session counts as "engaged" if it meets at least one condition: lasts more than 10 seconds, includes at least 2 page views, or triggers a conversion event. If none are met, it's a bounce.

It depends on context. E-commerce: <40%. Blog: <60%. More important than the absolute value: the trend.
Google says it doesn't use bounce rate directly, but the engagement signals it reflects correlate with rankings.
Because the definition changed. In GA4, reading an article for 5 minutes without clicking is NOT a bounce (in UA, it was).
